During the Cantha content, Tengu Assassin and Kurzick Elementalist-of-the-female-variety.
During the Elona content, Awakened Paragon and Djinn Mesmer.
In the meantime, Forgotten Ritualist.
That should cover everything. Three heroes per profession, plus one for the eles since they have four elements ('cause we need a girl ele. One with huge......ether reserves.)

i have an opinion about new heroes too
i'd like to see a djinn hero, and a rit djinn sounds insanely good
then mursaat mesmer, so we at least have 2 cool races
paragon... tengu, yes, so they can finally get something new
another tengu? maybe the paragon tengu's brother.... which will be an assassin
we then have 4 new heroes, from 3 different races which we dont have as heroes, and all profs 3 times in our hero list
its like there are 2 tengu's who will change their ways
i know a part of 1 dialogue while fighting, for 1 of the brothers:
"My brother would be proud if he would see me fight like this."
then a djinn which would be a lost spirit which will see us (the players) as their masters
for more info: http://wiki.guildwars.com/wiki/Djinn
this one would somehow be at the same side of the heroes (us) after fighting certain groups of enemies
and since it has no real purpose yet, it decides to join the heroes who assisted it (us again)
this mursaat was abandoned by its own race, and its powers are weakened (no Spectral Agony)
this certain one, was kind of far behind with its life, as everything the mursaat have done, was over (the story contains many spoilers) and this one has no idea about what happened
if you dont know and dont care about spoilers, look at this link:
http://wiki.guildwars.com/wiki/Mursaat
of course we(again) will find this one, and do a certain quest to change this mursaat to good once and for all
this is just some crazy story i came up with, let Anet do it, instead
the tengu's are from cantha, and they were on the wrong side (side of evil) and so the heroes (us) decide to give them a chance to be good, and join us for some certain advneture
and for all of them: i hope they have own sidequests... which requires them in team
thats all i can come up with (isnt it a nice way to see how even races which were born evil, can change their ways..... or something )

Mox is not allowed in PvP due to his size. Not just because it's tall. It is also wide.
The biggest they can allow is a Norn-sized creature, like the Norn or Turai Ossa.
Shiro-size is tall like Ossa, but also smaller than a Norn, so that size is fine too.
It's interesting to see that they have 'huge humans' in GW like in One Piece.
IF you ask me, I'll add at least one hero from each race that can wield weapons and has different skins for different profession (but not necessarily one skin for each profession) and that can (or may) talk.
That means Human, Asura, Norn, Dwarf, Heket, Harpies, Naga, Tengu, Forgotten, Margonites, some Nightmares, Ghosts, Skeletons, Mummies, Mursaat, Djinn, Giants, Jotun and, of course, Dredge.
I'd also add Seer and Yeti, even though they haven't been seen wielding weapons.
